Draft Accessible Housing Needs Assessment Supplementary Planning Document

North Somerset Council are consulting on a draft Accessible Housing Needs Assessment SPD

This Supplementary Planning Document provides evidence demonstrating the local need for Sites and Policies Part 1: Development Management Policies Policy DM42: “Accessible and adaptable housing and housing space standards.” The policy promotes the use of the Category Two housing standards contained in The Building Regulations 2010 Volume 1 M4(2) Category Two: Accessible and adaptable dwellings.

Category 2 dwellings are broadly comparable to Joseph Rowntree Foundation “Lifetime Homes” standards and are an optional intermediate standard set out in the Building Regulations. Importantly, there are significant differences which have a positive impact on the costs of implementing the standards (see section 5).

In accordance with paragraph 9 of The National Planning Policy Framework (NPPF) the policy aim is “…to create homes which provide greater choice and independent living over the long term”.

The evidence in the Draft Accessible Housing Needs Assessment SPD demonstrates how this will be achieved and the benefit to the community of North Somerset from this approach. Once adopted, this SPD will have statutory weight and be a material consideration in the determination of planning applications.
